F. Anthony “Tony” Musgrave has been both a private practice attorney as well as an executive officer and General Counsel for companies operating in 50 states and the US territories.

As an executive officer, Mr. Musgrave has been responsible for the management and supervision of company legal, quality control, and licensing functions. He has worked with companies holding numerous governmental approvals and has significant experience in state, multi-state, and federal compliance, regulatory, and enforcement matters. He has worked with companies to implement and enhance quality control operations, new regulatory requirements, disaster recovery protocols, and third-party approval and monitoring procedures. Mr. Musgrave has also acted for companies in numerous transactions involving lending facilities, purchase and sale agreements, and securitization trusts.

A former litigator with the experience of over fifty trials, Mr. Musgrave has also successfully managed litigation on a national basis, including the defense of several consumer-related class action lawsuits.

Mr. Musgrave is licensed to practice law in Texas and Oklahoma; he is a member of the Southwest Association of Bank Counsel and the Business Law, Corporate Counsel, Consumer and Commercial Law, and the Real Estate, Probate and Trust Law Sections of the State Bar of Texas. Mr. Musgrave is admitted to practice in the United States District Courts for the Western, Eastern, and Northern Districts of Oklahoma, and the United States Tenth Circuit Court of Appeals. He received a Bachelor of Science Degree in Business, and a Juris Doctorate.

Mr. Musgrave is proud to have served as a Director of the Bilma Public Utility District from 2014-2022. The Bilma District is a municipal utility district, a political subdivision of the state of Texas, created by the Texas Legislature in 1971. The principal functions of Bilma are to finance, construct, own and operate water distribution, wastewater, and drainage facilities for customers in the District.
